Journey: A Glimpse into the Life in the Service of Lt. Gen. Rolando D. Bautista, the 59th Commanding General of the Philippine Army (Chapter 4)

Excerpt from the PSG Assumption Speech

“Our Mission has been clearly defined as the lead agency tasked with providing security for the President, Vice President, and their immediate families, as well as for visiting heads of State and Foreign dignitaries. It is also our responsibility to secure the seat of government plus all the facilities and transportation assets used by the President in carrying out his respective duties. In instances when we are given a directive by the Office of the President, the PSG may assist the PNP and other law enforcement agencies in their anti-organized crime undertakings, a hallmark of President Duterte’s administrative agenda.

The PSG collectively under my leadership shall rise up to the challenge of securing the President according to established and tested security protocols with emphasis on a highly professional, proactive, persevering, and dedicated discharge of duty by all the members of the PSG.

Let the PSG Command Symbol we proudly wear be a constant reminder of our sworn duty, allegiance to our unit, branches of service and our beloved country. Being part of PSG is an honor, each time we leave this gated compound on official duty, let us ask the good Lord to keep our President safe under our watch.

As we perform our mandate, let us remember our comrades in the battlefield. Let us find time at the start of each day to offer a prayer for their well-being, safety and the success of their mission, for their victory is ours as well.”

On the 2nd of November 2016, he was able to send to the People’s Republic of China a contingent of 23 PSG personnel to participate in a Chinese VIP Guard Course. This was a first for the personnel of the PSG.

On the 27th of February 2017, he was able to send a team of 20 PSG personnel to Moscow to undergo VIP training under the Federal Protection Service of the Russian Federation. Another first in the history of the PSG.

All members of the PSG are mandated to complete a PSG VIP Training Course.

The PSG Badge for VIP Training was instituted by BGEN ROLADNO JOSELITO D BAUTISTA AFP as Group PSG VIP BADGE Commander of the PSG under his leadership.

Securing the most popularly elected President of the Republic of the Philippines, who loved to connect with his people, was no easy feat.

Even in international engagements, President Duterte is immensely popular.

The PSG’s guiding principle under the Duterte administration is governed by Section 1 of Article XI of the 1987 Constitution, entitled Accountability of Public Officers which says: “Public Office is a public trust. Public officers and employees must at all times, be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency; act with patriotism and justice, and lead modest lives.” — BGen. Rolando Bautista

Certification in Survival Training on water is part of the PSG VIP Training Course.

There is a certain pride in every commander when his people excel. Their contribution to the success of the unit should be commended.

The Presidential Security Group definitely has talent. D’30 Voices, a creation of BGen Bautista in cooperation with Tarlac Heritage Foundation.

Excerpt from the PSG Change of Command Speech

“Having come from assignments in Mindanao before being handpicked to head the Presidential Security Group, a command that is equivalent to a brigade in the AFP, I was blessed with the distinct honor of heading the unit primarily tasked with the responsibility of securing the highest duly elected official of our country, President Rodrigo Roa Duterte and the First Family, as well as visiting heads of state and foreign dignitaries.

Being the PSG Commander and in keeping with Mayor Duterte’s promise to the Filipino people from his campaign days until today, my directive to all the officers, men, women and civilian personnel of the PSG has been guided by one vision – to transform the PSG into a more cohesive, socially relevant, selfless, disciplined, dedicated and incorruptible unit truly worthy of emulation.

Our allegiance to the constitution, the AFP or PNP or whatever organization you belong to and your unit should come first before your own self interests.

In the pursuit of the ideals of the PSG: Excellence, Service, and Integrity, tandaan natin na ang kahusayan sa paglilingkod ay kinakailangang samahan ng pagiisip at paggawa ng wasto sa lahat ng oras kahit na ano pa ang kinahinatnan…

As I leave the PSG, I would like to think that I may have in one way or another led you to do this under my tenure as Group Commander: John Quincy Adams said: ‘If your actions inspire others to dream more, learn more, do more, and become more, you are a leader.’ Mahatma Gandhi reminds us that: ‘The best way to find yourself is to lose yourself in the service of others.’ While George Washington speaks to us on discipline: ‘Nothing can be more hurtful to the service, than the neglect of discipline; for that discipline, more than numbers, gives one army the superiority over another.’

The success of the PSG under my stewardship has been the result of the collective effort and collaboration of each and every member of the PSG. In so short a time, we have achieved much together, maraming salamat sa bawa’t isa sa inyo. Mabuhay ang Republika ng Pilipinas. Mabuhay ang Presidential Security Group!”
